After much searching... your question has an easy answer! (at least, easy once I found the right spot.)

You do not need to register the scooter with the Department of Revenue. (no plates needed)

You do not need a motorcycle endorsement / license.

The state does not require a helmet with a scooter, but check with local authorities for helmet regulations.

You may not take a scooter on any part of an interstate highway.

You have no idea how much I learned about Missouri state vehicle laws looking at the wrong information.  lol.
