I have a cloudy swimming pool?

intex swimming pool 18 round 4 deep the water is clear if it not stired up if its stired the water looks cloudy (whiteish) the pump is on all day and night if try vac the floor the cloudy water go through the fiter system even if with brand new filter i keep a floater with a duel action 3" chlorinating tabs and once a week a package of soc it shock and swim shock treatment i have a ph balance of 7.5 and clorine of 2-4 any help will be greatful
