A animal that refuses all food needs to get to a vet immediately.

There is no possible way anyone can diagnose an animal via the Internet, and complete loss of appetite is very serious, especially in bird since they tend to hide their illnesses until they are very sick.  

Get her to a vet without delay.

first off dragonfly a cockatiel is a bird. but he is right you should take her to an avian vet immediately! birds are very fragile animals and she needs to be looked at. offer her a bunch of different foods such as fruits and vegetables. good luck and i hope she feels better
