i'm wondering how u have a dvd film in "CD". Anyway I think tht u r trying to attempt to copy a movie DVD. Fine. The best way is to rip it to DivX format to the hard disc;it wont take much size too, u can rip a whole 4.7GB DVD to 700MB without much loss of quality. It  will give u the feel of original DVD video quality and u can even take the AC3 audio without any loss. Now if u want it to be converted to VCD, Nero has ready made tools which convert from DVD to CD.

Research the web to find good quality rippers, I have not yet found the best one, b'cos I want to get the same quality as in a DVD.
