I have a easy set up intex pool 3feet x 12 feet. I am filling it up and it has that that ring on top that is?

pose to rise when filling with water. i do have it on level ground but i am filling it and it is pushing the water and making the pool wider than it is will this go back right when the pool gets filled? Its like the bottom circle of the pool is in the middle and the water is on the outside of the circle i didnt know if it was filled all the way that the bottom ring will be right...
