His working here in Dubai, my family send a invitation letter for him. His asking me if he will have a difficult time to apply a tourist visa to enter philippines. what is the best and fastest way to apply a visa.

There is no difficulty, he can simply apply for a tourist visa at the Philippines embassy or consulate in UAE.

A family invitation would make things complicated, your family will need to show proof of funds and take full responsibility that the visitor will not overstay etc.

Instead if he applies as a tourist its easier, he just needs to show proof of his job and income in Dubai, proof of enough funds in his bank account.
