I have a friend that live in China, how would I get a visa for her to come to the USA?

If this "friend" were actually a fiance of a US citizen, she could get a visa in approximately 8 months.

You can't get her a visa.  She has to apply on her own and qualify for the visa.  The best you can do is to send her a letter inviting her to visit you.  This will demonstrate to the US embassy or consulate that she has a legitimate reason for coming to the US.

There's a $131 application fee.  The odds are she'll be denied the visa.
