I have a friend that was scammed out of appx 12000 on skype by a guy pretending to be in a relationship.

I have a friend who defrauded by some guy on skype into buying his media product on pay pal as an investment in his company. He said that when he start to make money he would pay her back. Every time she inquired into how the business was going he would verbally berate her and breakup with her. Since she never did receive any product does she have some recourse in getting her money back. If she does what is the best way for her to do it.

Yes, your friend can file a claim in the Resolution Center of Paypal.  I am not quite sure if there is period of time required.  In any case, since the amount is material, I believe paypal will help your friend recover her money.
