I have a friend who got 12 the first time on the ACt and 14the second time but now she is studying really..?

hard n trying to take it for the third time is it possible she can get 30 or above cuz the college she wants to go require 30 or above.. if she did really good cuz i heard that every time u take it the average goes up by 2 points is that possible? please help..
