This is based upon several factors.  Since your friend is moving to ATL does he have any family there that will be able to support him until he finds a job?  If not, then he can always work a temporary job until he lands something more permanent and something he has an interest in.  If he has a place to stay but still no income, maybe he can get welfare. That's when you apply for state assistance and you get a check as well as food stamps.  Maybe you/ your friend can look into how getting state assistance works in ATL.  It would not hurt.  Better to be safe than sorry.

  2. Moving with no job to go to is very risky with the way the economy is now.   Does he have a job where he is?If so unless he's in a really bad situation he may want to hold onto it. Used to be that a person could always find some job in Atlanta in a week or so but not now.

    If he does come first step is register with state labor dept.  This not only might help turn up a job it is also required to get Food Stamps.   He may be able to get emergency stamps for 1 mo but after that job or labor dept registration is required.    If he has no place to stay Salvation Army or Union Mission are possibilities but neither is really what a person most would want.   State financial aid is available only if there are children with him.   BTW if he is getting food stamps where he is he can get at least 1 refill on his card before transferring the case to GA and maybe more if he doesn't yet have a home here,  

    To help him get a job more quickly he should check out help wanted ads in classifieds in Atlanta Journal Constitution. He may be able to find a copy in his local library. If so that is more current than the web site but if not check http://www.ajc.com .   He should also consider registering with a temporary employment service where he is that has a branch in Atlanta see http://www.switchboard.com   That way his paperwork is done, references checked skills tested etc. before he moves which gives him an advantage when he gets here.   If he has time left before moving that he can work one short term temp service assignment there he'll be considered a transferring emloyee which gives him preference over people just signing up.  Many Atlanta jobs are filled on a temporary to permanent basis,   Depending on his age and abilities convenience stores and fast food places are good places to check out,  

    If he will not have a place to stay check motels and mini storage places to see which ones include a place to stay (several do) as part of the pay because security deposits in Atlanta are pretty high.  Another possibility is what are called Apartment Inn's and similar extended stay motels - weekly rent, little deposit, all utilities and phone included around $200 - 225 a week which is high but not compared to most apartments.   Camping (perhaps at Lake Lanier Islands or Stone Mountain) may be a possibility.   Both used to allow tent camping and WallMart often has tents at $50 or less.   There are ther campsites near Lake Lanier.  None are free though.
