I have a friend who left our country for Canada under Live-in CAregiver Program. But not working as a Caregive

He is living in MOntreal, Quebec right now & his jobs is different from that of Caregiving. How can I file a complain against this guy?

Why would you file a complaint against him?  He has probably arranged this change through the proper channels.  That is quite possible.

I don't quite understand your question ... you say this person is a "friend", then you ask how you can report him to the authorities? ... doesn't sound very "friendly"

anyway, if you're serious about wanting to report him, I guess it would be to whichever Canadian Government department that handles immigration and work permits ... I don't know who that would be but I'm sure that, with the help of our friend Google, it wouldn't take you long to find out

why don't you just leave him alone.  if he left the US (or elsewhere) for Canada, he must have been pretty miserable where he was.  Plus Canada has some really relaxed laws on immigration.  just let him be, it's his life.
