reason it wont bring the controller up as an option? what do i do to make it work?

At the title screen, plug in your NGC controller and press start. After that it should allow you to play with the gamecube controller.

You have to have Mario Kart for GAMECUBE for it to work.

Just in case - you do know you have to use the wii remote to choose the game from the home screen.  But once the game has been loaded, you should be able to use your GC controller, press start, etc.  If this doesn't work something is wrong.  If you can use the controller with other games, just not this one, take game back.  Try a friends controller to make sure it's not your Wii.

Is it a wireless controller?  If it is, make sure both the receiver and controller are on the right channel.

Once you select Mario Kart from the Wii Menu, it should let you use the Gamecube controller.  Does your controller work with other games?
