If the course you are applying for would be "Basic English" or "Typing  Skills" or "Using Spell-Check to make your message more easily understood" I would say you are eligible and it would be desirable.

How in the name of all that's sweet and holy did they graduate you from anything?

As is I can not understand what you mean, but I do know it is never too late to return to school and you should never give up on your educational and career goals if they are realistic.

I don't like the tone of the first answer to your question, but if what we see is an accurate example of your writing, it is something you should work on to keep from being held back.  People will judge you on the basis of your oral and written communication skills.
