  1.       Your question isn't clear at all. You "have a gas water heater" so, then you state you have "no dryer hook-ups" a separate question and, you want to convert it, what do you want to convert ? the gas water heater ? you can't, the dryer that doesn't have "hook-ups" ? why ?

  2. I am not sure either what you are asking but if you are fooling with gas lines you NEED a plumber.  Do NOT try to do this yourself.

  3. This question isn'ttoo clear

  4. You want your dryer gas also?  Call the gas company.  It is the only safe way,  It could be dangerous.

  5. If you are asking about converting from a gas water heater to an electric one, yes it can be done, it would or at least could be a major project. New wiring would need to be run from the breaker panel to the WH location. Then the gas line would need to be shut off and capped at the WH. The flue pipe would need to be properly abandoned as this could introduce CO into the living space if other heating appliances use the same flue.

If you are asking about converting from an electric dryer to a gas unit, this could be done also. New gas line would need to be run to dryer, this project could also be a major job. Depends on distance to run new gas line, obstructions, construction style of home... Get a plumber to give you quotes on the work that you need done. Neither of these projects is beyond a DIY job if you are comfortable with the work, but the scope of these is such that it might be better to get a pro because of permits, code issues, etc...
