do your know if the meter works??

check the patch lead on the  swr meter,

what aerial are you running, is the wire connected to the base? is the pl plugs connected right on the twig?

any breaks in the coax?

have you tested the radio to see if it is getting out?

has the out put tranny gone on the radio and it is not keying over on the rig it's self too?
