You need to be more specific!  If you are referring to a lump on the t******e, you need to get it checked right away!  Testicular cancer is most common in men 15-35 years old.  That is why boys and men this age should check themselves every month.  It is very treatable if caught early.  Genital warts and herpes would present as lesions on the skin, usually on the p***s but could be anywhere in the genital area.  You didn't say how old you are but either way you should get it checked.

It could be a blister which will bust on its own--usually in the shower, however if it is a blister you MUST clean the area very well to prevent more from showing up.

It could be a large varicose vein of which is normal for men that are sexually active.

Anything else, you might need to see a doctor.
