I have a male and a female oscar...and they keep opening there mouths and lock lips?

Oscar love!! Isn't it entertaining, just be sure to keep watch for any injuries, treat if they do happen. This is very normal for them.

Courtship or mating ritual.  Many, if not most, cichlids do this, even angerlfish.

They do this to test each other's strength to ensure he/she's fit to be their partner.  They generally mate for life.

They're fighting.  Oscars are cichlids, and most cichlids are highly territorial.  Either that or you have a breeding pair, and you could have eggs soon.
