I have a mini dvd camcorder can I play the disc on my computer and DVD player or do I have get another device?

Record the video to a DVD-R.  It is the most commonly accepted DVD type.

If you follow the instructions in your owners manual for recording video to the miniDVD (and if necessary, finalizing it), the DVD should be accepted and playable in any DVD drive you have - including your computer, portable DVD payer,  and game console.
