I have a mystery dungean and i need to know how to get latias and latios?

i bught southern island and i have surf but i cant get northern range or their is no earth quake so i dont know what to do someone plz tell me what i have to do before after getting latios

on the day both conditions are met you'll be awakend by a commotion outside your base & then your told at the square about a high profile robbery & given access to northern range (25 floor) after you complete that dungeon you'll speak 2 latios he'll then tell you how 2 reach pitfall valley (25 floors) you'll speak 2 latios again after completing pitfll valley to receive the quests ultimate reward you'll unlock purity forest (home 2 celebi) & joyous tower.. ok  do 1 mission and the event should happen the next morning with LATIOS(blue) flying past you heading WEST....why so many questions about this game???
