I have a p0505 code on 98 civci ex 5 speed?

When the car is idling, I unplug the IAC and nothing happens... I checked power to the IAC and it is getting power, does this mean for certain that the IAC is bad, or could it still be something else????

It seems you already have it narrowed down to  the iac.  One other thing you can check is the connector to the iac.  Possible bad pin fit or corroded wire.  Alos check down at the ecu for the same thing.  Other then that, put a new oem iac in it.

It could also be the Throttle body with a clogged port, Intake manifold gasket leakage, Intake air hose loose or a vacuum leak.

You might try investigating these others before dropping the money on a IAC valve.
