I have a palm iiic and I didn't use it for years. I charged it and it wouldn't turn on. New battery?

Excellent condition, when I did charge it with my wall charger, the light came on indicating it was charging and then turned off as it was done.

Try a Hard Reset to see if that brings it back to life.

To hard reset...

Hold down the power (on/off) button on your device.

While holding down the power button, turn over your device so that you can see the back of it. Still holding the power button, use an unfolded paper clip or a similar small object, to gently press the RESET hole on the back.

When the Palm logo appears, release the power button.

You should get a warning that all data will be erased... press the UP button to accept this.

If it doesn't work, try pressing a paperclip into the reset hole while the Palm IIIc is charging... that sometimes resets the charging circuitry.

Finally, you might need a new battery.  You can get batteries on eBay, and instructions to replace the battery are here...
