What is your citizenship?  It is your citizenship (not residence) that determines eligibility for visas, VWP, etc. when traveling to other countries.  USCIS has no answers for you; they have no say in the matter.  Contact the UK consulate, or check their website and look up the rules for people from your country.

    You need to apply for a visa.

    If you had  U.S. passport...you could enter the country without applying for a visa b/c there is some kind of deal where you can stay for 6 months before needing to get a visa to stay for longer than the 6 months.

    You should call the U.K. consulate and mail them your financial information b/c apparently you need a minimum amount of money in your account for a certain periods of time before they will entertain the idea of giving you a visa.
