I have a phone problem, there is someone on the phone recording our voices and cutting us off and beeping us?

they're beeping us out with numbers on the phone. They continuosly keep making strange noises, and will not stop. We thought it only worked when we were talking on 3 way, but then it started hapening when it was just me and my friend. help!
