I have a presario 2100

Question

I have a presario 2100 laptop,when I turn my computer on it goes to the desktop and there are no icons or anything on the screen.just the background.to turn it off i have to unplug it.when i turn it back on the same thing happens.how can i fix or reboot the computer to work.
