okay when i try to shoot a sargent in the fort in port royal y cant i shoot them how can i

Have you unlocked the gun yet? If so, you need to select it, aim it at the sergeant, and click to shoot. It usually explains how to use it when you first unlock it. If not, then you just have to use your sword to defeat them until you get farther in the game.

As part of the code (according to potc lore), you can't use a pistol on a human (unless you're in pvp -- player vs. player mode).  If you pull your pistol on a guard (navy or eitc), you should get a warning that says "Keep to the code" meaning you have to use another weapon on them.

At level 6, you'll have to use your cutlass to defeat a Sargent.
