I have a question about subsidized housing

would a single mother of two kids (a toddler and newborn) who is a substitute teacher qualify for subsidized housing? no child support is recieved and both children live with the mother

Almost certainly, in fact you are the perfect candidate.  Regardless they may not take your application (not accepting new applicants) or it may be a real long wait.  Nonetheless you should qualify so give it a shot.
