I have a question and cant find the anwser, can you buy items on ebay and sell them at a local market?

Sure, once you buy something from e-bay it is yours to do with as you please.  In fact many say--or re-sell them.

Local brick and mortar stores sometimes have lost leader sales to bring customers in, hoping that the customer will buy other items at cost.  These lost leader sales will often say "no dealers please" so that you will not buy a bunch of their lost leaders and go down the road and resell it, thus taking away potential customers.
