I have a rough voice how to make it smooth?

I mean to say that i cannot sing songs .. my voice is a bit rough ..

Is there any way i can change the tone of my voice or improve it in any way so that i can sing high pitched songs ??

When ever i try to increase the pitch of my voice while singing ... My voice breaks down !!!

in my country we drink some kind of stuff that can improve your voice. i'm sorry i don't know the name... or the term it may be in the your country.
