  1. Answer from a General Insurance Agent.

Basically it means that you were found to be a danger to other drivers by driving without your Financial Responsibility as required under traffic "safety" laws.

There not holding your drivers license for your safety, but for the safety of every other drivers that might be on the same road as you. a "Safety Hold"

In other words, you caused an accident while uninsured and then compounded the matter by not resolving the situation in Texas before you fled to another state.

You may have paid some fines and fees but you have not yet paid for the accident you caused.

The state of Texas will suspend your drivers license for 10 years or until you have paid for the damages and injuries you caused in your accident, whichever comes first.

Remember the slogan you see on the Texas highway road signs. "Don't Mess With Texas" They mean it.

Your privilege to drive will be denied in any other state you go to until you have resolved this matter.

The days of jumping state lines to avoid your driving record and your financial responsibility in another state are long gone.

Every state has entered into reciprocal agreements whereby each state honors the edicts of another.
