I have a serious issue concerning my brother who is Mentally Retarded (as much as I hate that term)

Question

My brother is 28 years old Mentally Retarded and is now in crisis mode as far as his behavior. Recently we attempted to have him admitted into a psychiatric hospital just to be turned away from THREE different ones because he is MR. One of the facilities told us that there is NO psych facility in KY who accept adult MR patients. I have decided to take action and write congressmen, senators as well as state reps. I cannot for the life of me find the NUMBER of psychiatric facilities in Kentucky as well as the percentage of adult population who are MR. If anyone can guide me in the correct direction it would be greatly appreciated.

Trust me they don't help at all unless they are a trusted one sometimes the people in the hospital can be abusive.
