I have a sheltie and he is very energetic and tends to bite a lot ?

he also tends to cry a lot when I place him in his exercise pen and Will bark if he is not around me and I don't know what to do we live in an apartment and I try to take him outside as much as possible can anyone advice.

I have a sheltie too. If you take him out as often as possible then that's good. Get a squirt bottle to squirt him when he barks, my sheltie will stop at the sight of one, or the sound (even if i make it, the 'schhshh' sound) of it scares him into silence. Cry as in whine? That's normal, shelties are very energetic, herding, sheepdogs and need a-lot of attention and exercise, maybe hire a dog walker, maybe get him a friend (a mellow adopted dog does the trick, i got one named, kansas and she's so sweet and mellow and the energy around the dog effects the dogs energy too.) another good thing is don't give him attention when he whines or barks, go outside for a walk or something.
