  2. Yes you can go anywhere in the EU, some countries insist that you visit the issuer first, but most dont bother, so go for it.

It depends on your nationality, as you needed a schengen visa, then you probably need an Irish visa too, since Ireland is not part of the Schengen Zone, you will need a separate visa to enter that country. So check the nearest Irish embassy and ask them if a person of your nationality need a visa to enter Ireland. Good luck ;)
