  1. Vonage provides various VoIP ATA boxes from various manufacturers.  Vonage preconfigures the box for their service only, before sending it to you (and lock it so you can't configure for other services).  I expect that you can only use the 1 line.

Most ATA boxes that have 2 telephone outputs are designed to allow subscription to 2 different VoIP services.

For example, I have Linksys PAP2T-NA VoIP box that I purchase independently (not preconfigured for any service).  It has 2 lines output.

I configure VoIP line 1 for Inphonex VoIP service and it is available on my ATA phone line 1 output for in and out calling.

Then I configure the line 2 for another VoIP service - in my case, Voxalot.  Now I make and receive calls through the box line 2 using a different phone that places calls through Voxalot.

Both VoIP services are independent from each other.

But, if you have Vonage, they lock the Linksys adapter (or which ever one they send to you) and you can only use the 1 service.

However, if you want to add a 2nd phone number to Vonage they explain in this link (all for an extra fee, of course).
