It is usually a sign of a dead animal nearby. Maybe a mouse or a rat. Flies breed on and are attracted to rotten meat, so find your source, get rid of it and the flies will go. You can also buy pesticides from most DIY places which will kill them, but if there is still something there to attract them, more will keep coming until the rotten meat is gone.

There is a lot of different types of flies and the reason they are there.  You best bet is to find out why they are there or how they got there.  Now that you have a population already present you likely have eggs near whatever food source they found.  If the basement has a drain, that is likely to be the first place to look.  If you have standing water you likely have something growing in it.  Clean the drain and flush with bleach.  If it will have standing water and does not have regular water flows you can add any type of oil to the surface.  You should then check for other water or wet spots in the basement.  Any place you have water enough for algae or other growth you can attract flies.  The reason they are at the window is they want out.
