  1. Hello there

simply put NO you may not transfer your Visa, but it is possible to have both A-2 Visa and B-2 at the same time

An A-2 Visa has certain advantages such as

    •    You cannot be tried by the U.S. laws for any crime

    •    You can travel throughout the U.S. and in and out of the U.S. unlimited times

If Your A-2 has expired or about to Expire Go to your nearest US Consulate and apply for a B-2 Visa

  2. I do not think it is directly transferable.  Check with American embassy in your home country there may be exceptions.

To qualify for an A-1 or A-2 visa, you must be traveling to the United States on behalf of your national government to engage solely in official activities for that government.  The fact that there may be government interest or control in a given organization is not in itself the defining factor in determining if you qualify for an A visa; the particular duties or services that will be performed must be governmental in character or nature, as determined by the United States Department of State, in accordance with U.S. immigration laws. Government officials traveling to the United States to perform non-governmental functions of a commercial nature, or traveling as tourists, require the appropriate visa, and do not qualify for A visas.

Foreign officials who are traveling to the United States on official business must obtain an A visa prior to their entry. They cannot travel on tourist's visas, or visa free under the Visa Waiver Program.

Pleasure, Tourism, Medical Treatment - Visitor Visas (B-2) - As examples, if the purpose of your planned travel is recreational in nature, including tourism, amusement, visits with friends or relatives, rest, medical treatment, and activities of a fraternal, social, or service nature, then a visitor visa (B-2) would be the appropriate type of visa for your travel.
