I have an Illinois drivers license. How do I get a Wisconsin Driving License?

I have an illinois driving license but I live in Wisconsin. What do I have to do to get a Wisconsin drivers license...Some states require you to take a written and drivers test and some states just have you surrender your license and you just get a license in that other state...Do you know what the rules in Wisconsin are?
