  1. There are many options for her:

    She can apply for a tourist visa through the US embassy.  If she is planning on living in the US permanently, she needs to apply for permanent residency.  

    If she is a student, she can apply for a student visa and enroll in a US university (a study abroad or student exchange program).  

    She can marry a US citzen and receive citizenship.

    She can visit, but must demonstrate sufficient ties to the old country to be allowed a tourist visa.

    If she has a U.S. Citizen relative who can petition for her, that is the most common way.

    Other ways are available, like working for a company that has a U.S. office here and being transferred.

    Other than that, there are no other provisions for her living here.
