  1. Citrus trees need ample water to live as well as to absorb their fertilizer and develop fruit. I think the drought is affecting your tree. It is unhealthy and could die.

  2. Sounds like a fungus problem.  You might try spaying it with a mild detergent.   A cup of milk per liter of water also makes a good and cheap and safe fungicide.

Also you might try cutting back enough so that sunlight can hit the ground at the trunk in the morning and evening.   Prune the tree so in has a cone shaped hollow in the middle, letting sunlight reach all of the limbs.

A mature tree can survive easily a pruning of 1/6 all its branches, a young growing tree, before its first harvest, can survive losing 1/3 of its branches.

Droughts should not cause deformed or discolored fruits, just fewer flowers and fruits.  It is possible to over fertilize.  IF that happens next years harvest should be closer to normal, unless you outright kill the tree.

Remove all fallen fruits from around the tree to discourage fungus.

  3. Well, you might have applied the wrong/too much fertiliser, so that may weaken the plant.

It is most likely a fungal infection, try getting a specialist to treat it with fungicide for you.
