  1. I used to work in that industry, but I'm not aware of any published standard.  I think that Polar Electro was the first belt-type Heart Rate transmitter back in 1978, and people just copied their design.  

    If there was something special about the RF signal, it might have been patented, so you could check there as well, but then there would be a patent number listed on the transmitter, etc.   The technology associated with chest transmitters is constantly improving over the years (see second link below) .

    Take a look on your parts for a patent number and look Polar Electro up on Google.  I suspect there is nothing related to the RF link, but I could be wrong.  I've got several belts from different manufacturers and the all work together.

    One of the reasons it was not patented:  everyone wanted compatibility, and if you had a proprietary product that wouldn't work with everyone elses system, you would not be able to sell it.
