If my mom is my UTTMA custodian, can I still add money to online accounts such as paypal without her knowing?

Not if it's money you would have to take out or the UTTMA account, you need her to get it out for you. If it's money she has already given you, or that you've received from some other source, like a job of a gift, then legally you don't need her permission. But as a practical matter, and you are in the best position to know this, you may need to consider how she will react if you use money form a job or gift for something she does not agree with. Until you become of age, you need her to get money our of the UTTMA account, so you need her good will.
