I've got a Nevada learners permit and I can drive anywhere. As long as you legally can drive in your state you can legally drive in any us state as long as its not a rental car. You have to be 21 to drive a rental

Probably not, some states are very picky about learners permits from other states.  Look on North Carolina DMV website or call them on the phone and ask.
