First do the math/physics, and check it's viable. If it is, get the process patented, then, if it really is a sound idea, you will have no problem interesting "professional" people

i don't quite know how to help you. but the idea has been around for some time.

have you ever seen the film "Logans Run (1976)"

the film doesn't deal with that primarily, but the complex they live in is supposed to be powered by the ocean and it's waves and tides.

i hope you do find some one hough. it's a gate idea for a power source. i don't know why nobody has really approached it.

it's probably all part of the government conspiracy and the one world order.
