I have an ilo dvd ro4 recorder,I want to transfer vcr tapes to dvd?

Question

Everything is hooked up from vcr out to dvd in,dvd out to tv.

Should I be able to view on the screen whats being transferred

from vcr tapes to dvd regardless if there is a disc in or not

Don't forget that you plugged the DVD into the tv through one of the video inputs.  That means you have to scroll through the tv/video channels via your tv remote (or "input" on the dvd remote).  Also....you may have to push the tv/dvd button on the dvd remote.  Normally, when you push play, it kicks in on the tv. But if you just "have it on" to record from the vcr it won't.  Again, use the dvd remote.
