I have an old, capped oil well, what can i do?

At my house out in the country in Ohio there used to be an oil well and the oil well was capped because oil was not profitable at that time. Now oil is seeping up from the ground and i wanted to know if it is possible to reopen the well and make a profit from the oil. Please help and if this is not the right section please tell me the right section for this question.
