Question:

I have an old bike, the front wheel is turned, it is parallel with front tire and there is lots of rust. Help?

It is rusted and i have loosened lots of bolts - except for one - between the handlebars and the top of the front tire. Am i doing this correctly?

Probably not.  The only bolt you need to loosen is the nut on the top of them stem.  Chances are if it's rusted, you might have to tap the top of the bolt to loosen the stem.  You should only loosen the bolt a few turns and then tap it down.  If it's still frozen, loosen a few more turns and then tap it down.  From there, hold the front wheel between your legs and try to turn the handlebars.  If it's still frozen, you probably need to use something like Liquid Wrench to and let it soak in for a day or so before trying again.
