If you are  referring to the program that allowed people to travel to Canada, Mexico, or the Caribbean by air with just proof of application, that program ended on Sep´t. 30th.  Now you must have a passport to FLY to ANY international destination.  No Exceptions.  It would have been wise to have your passport application expedited.  You can read the top half of the webpage below to read the NEW announcement about  passport requirements for air, land, and sea travel.  When that program to travel with only proof of application was started in June, it said plainly that it would expire on Sep´t 30th.
