yet ihave got 9413 rank in ptucet2008and 3042 rank in icar2008.if i am eligible for admission ,then where should i attend councelling (in ptu,jalandhar or pau,ludhiana)

you find out the cut off rank from both these places and c if you are coming within the bracket and then decide
