I have been told that i am no longer eligible for living expense check because i switched from evening to days

how can i apply for living expense check if my school will not assist me

No matter the program you are in, they should have a living expense component built in to provide you with a refund.  Have you already received a living expense refund while in the eve program?  If so, the budget may have been the same either way, but now you owe more in tuition because you have switched.

Or... this may be more likely actually - you borrowed based on the evening budget and now you owe more being in the day program.  You may just need to do another loan to account for the increase,  and or the living expense budget, if the eve program is less expensive than the day.   I am thinking this is the situation.  

Either way they cannot have one program with no living expense budget, and another with it.  Check if one of the above scenarios does not answer the dilemma.
