I have brown stuff on my neck and idk whast it is its not like a permanet thing or apart i can scrub it off?

Get to a dermatologist before you do something nutty like trying to scrub something off that may make it worse or scar you up.

It could be skin tags which can be brown and which I had on my neck, too, until the dermatologist took care of them for me. They are caused by a virus similar to the herpes strain.

Go to a DOCTOR before you do anything on your own.

No one is going to be able to diagnose it with the description you gave us. You need to give more detail... is it itchy? dry? peeling? give more details...

It could be a birthmark also.

Its probably dirt.  Remember to wash your neck which some people dont.  You might even need sandpaper to sand that caked on dirt off.
