I have cheezy plastic tile in shower, can I just tile right over them rather than remove?

You'll need to remove everything down to the studs and put up cement board, and the tile.    The sheetrock may be all rotten anyway.  Plastic tile is not waterproof.

Mike is right, though there may be cement board or "blue" board under the plastic.  If drywall is underneath, do what Mike says.
